Cheney has definitely benefited financially from the wars through his blind trust with Halliburton, but he has also been adament about returning the power to the executive branch that was lost after Watergate. His secretive energy policy meetings will most likely remain that way, but he has definitely been able to endow himself and his rich cronies with billions on the war based on lies.

Your idea is certainly viable. But having no domain name is not a good idea. You need a good domain name along with web hosting and email services so folks can ask questions and or communicate with you in case they have questions regarding your online business.

You content has to be good. Real good in order for the search engines to rank your site.
